I would just weld it. If It bothers you alot, Make where the brackets bolt to a bit wider by add a small strip of scrap to the over hanging sides and weld it to the frame sleeve. grind it flush for the brackets to be fit flush.

IVe seen acouple of lifted XJ's around me, seen a white one with a roof rack today in yonkers, also seen a black, green and red one recent. Are these anyone's ?. I have the red one witht a silver tailgate, bushwackers and alot of armor on it. Im not sure if any had NAXJA stickers on them.
