Odometer going backwards

This is on my 98 TJ with a 2.5 & auto, I was told the instrument panels are the same on XJ's so I thought maybe someone could help me w/this...I was driving my TJ arround today and I looked at the mileage 69,911 and I shut it off and came back in 10 minutes or so and I'm going down the road about 3 miles away and look at it again and see it go from 69,909 to 69,910, any ideas what could be wrong here? The dash has acted up and cut-off like they all do every now& then but not recently

The mileage keeps repeating itself, I've been in trouble for odometer fraud once because I changed out an odometer and didn't have it 'notorized'...DOT *****

What kinda trouble did you get into? Anything serious since it was just a mistake and not intentional?
