I bet its your clockspring. Same thing happened to my 99 sport, no horn and airbag light was on. Its a pretty easy fix but the part was $70ish if I remember correctly.

I need a new clock spring for my 99 XJ. From what I have read I believe the part has to come from a donor with the same factory options, mainly Cruise Control. If anyone has one let me know what you want for it.

Does the horn work? If not might be a broken clock spring. When it breaks you lose A/C, Cruise, and horn. Hope this helps. Oh and your air bag light will come on.

Maybe put rivits in the holes and hit them with a dash of touch up paint to try and make them blend in? I have never tried this, it was just the first thing i thought of after reading your post. hope it helps.
