That's utterly ridiculous. I can't imagine welding that little spot would get the thing much more than warm. Crystallization of the whole thing or even a small area would involve getting it extremely hot for a while. Nah, I don't buy it, sorry.

I would think you should be able to get one at any local parts house. In Texas, they inspect these and replace them when they are defective, so the inspection houses carry them too.

I had this problem when I first got my '97 (from New Hampshire) XJ. Once I got it open, I just used spray lube on all the little spots that needed it and haven't had a problem since. Voila! This is the most complicated dern hood latch system I've ever seen, it's ridiculous!

If all else fails, you might run it by a locksmith shop (if you can get it moving) and let them give it a try, they might know a trick. I've never seen an ignition lock clylinder that could not be replaced. It's a pain, but not that difficult, a two hour job maybe. And a new lock cylinder can be...
