Just be sure you have a front license plate and cover / pull the fuse on the extra lights.
ive never heard of anyone pulling fuses for covered lights. maybe you could get away with not having covers that way, but covered i wouldnt worry about it too much. but hell, its your jeep man you hop in there and pull whatever you want.pull the fuse? I'm gonna be going with 3 6" Pro Comp 130 watt lights. arent the covers sufficient? or do I really have to pull the fuse?

my lights are the second nicest thing on my jeep, they work GREAT HIDs for the win!In your Jeep's case, the lights probably don't work anyways, so you don't have to worry, LOL.

Basically the law says you can't modify the bumper, BUT, chances are nobody will hassle you about it. I would go for it.
