Hitch Bolts

I got 3 bolts on the drivers side and 4 bolts on the passenger side.
The drivers side does not have the bolt at the bumper.

They are brand new grade 10 bolts, but old metal plate that I just tapped the rust out off the welded on bolts.

Is 3 sufficient?
What should I torque the bolts to?
I rechecked the bolts today, by a 19mm ratchet and they are tight after 3 hours of driving around. Will check again in a day or two.
 
I think it will be fine depending on how you use the hitch mine came with 4 on both sides. When I installed the hd engineering brackets it only was drilled for three so I left one on each side out. But now I only use the hitch for much less than the rated 5,000 pounds and as a tow point. Before I towed a cargo trailer that weighed 3-4 thousand pounds often then I was happy to have all 4!
 
I just installed a Curt hitch. The OEM hitch I took off had four and four. The Curt has three and three but seems to be good.
