Control arm length question

Well i am installing a set of teraflex adjustable control arms onto my 91 xj. I found the chart for what length they should be for my 4.5" lift. My only question is when it says 16 1/2", where is that measurement taken from? Is it the total length of the control arm or from center of hole to center of hole?
