Is that because the impact over tighten the nuts or because it do not tighten them enough. Impact or not, I always put a torque wrench on mine for the final tightening.

I have no idea, probably overtightened though if I had to pick one of the two. 175 foot pounds isn't a whole large amount of torque you know.
