Installing Tomken tow hook brackets

I just picked up a set of brackets, and I am kind of at a loss as to how they go on. I have the stock bumper, and I am assuming that they sandwich in between the bumper mount and the framerail. Problem is, the mounts are the exact width apart as the frame. Do I need to move the mounts on the bumper? Possibly by slotting the mounting holes on the bumper? Any other ideas?

The holes on the bumper mount bracket are already slotted to allow for the thickness of the tow hook brackets that came from the factory. At least mine are.
