I would buy your 31's if there was a way to get them all the way to stl. I doubt there is, looks like a good deal though!

could meet east of chicago or preferably fort wayne for $600 (thats still $100 a tire)... but thats about the best i could do. i get about 10-15mpg with my 3.07s. haha. i could throw in a couple stock rims (15x7 w/ 5.25 backspacing) to sweeten the deal.
