1997 No Crank, no start

I hope this works for a Friends jeep. He is having the same problem. It will not turn over. Replaced the starter and the cps. But still nothing. I sent him this to see if it helps him out. His is close to the same setup as you. jeep had 285K on it replace the motor a few months back with one with alot less. He went to start it, Turn over twice and than just stopped.
