heater fan/blower fuse????

my jeep has been sitting for about 3 months without starting it(dead battery). so i buy a new battery and fire it up. it is about 20 outside and has been for several days along with a few inches snow. i try the heater and the blower will not work, no click or nothing. now the heep has a leak around the windshield and drips down through the dash to the floor. i am thinking that there is a big ball of ice somewhere in there but i can see the squirrel cage and it looks fine but looks can be deceiving. i checked all the fuses on the jeep and all look good but i do not know what fuse is for the heater to make sure( might be missing all together brother might of "borrowed" one). does anyone know which fuse is for the heater blower on a 93 XJ?

93 blower fuse is 25 amp in slot 5 under dash.
