I have a 44 out of a waggy but the rotors are 6 lug. Can the hubs and rotors be changed to 5 on 5.5?

yes. it's been done many times, it requires the right spindles and Ford hubs.

You guys answered it already, other than he'll need a set of Chevy outer shafts to match the spindles.
