An inexpensive tach is a good buy. Sunpro/Actron makes some nice multimeters with the tach function built in, and can be had online for a good price. Check eBay too.
Pull the IAC from the throttle body and clean the passage way and the IAC itself. Use a throttle body safe cleaner and be careful when handling the IAC, it can be broken.

thats the one on the left side when looking at the motor from the grill right?

That should be it, four wires, connects at a right angle.
