Yes. Definitely obey all laws. Especially those which have an influence on the health and safety of others. I'm just suggesting that you can achieve similar 'exhaust notes' while remaining legal using an 'aggressive' exhaust like the CBE or Flowmaster. It will sound fairly close to the open header at WOT.
