A cable should make it easier to figure out if that door is moving back and forth. Just need to be able to reach under the heater box and feel around while trying to move the temperature lever back and forth. See if you can determine what, if anything, is moving.

It would also be worth checking to make sure that when the heater control valve was deleted the vacuum line to it was properly capped off. I don't know how all those vacuum circuits function, but if you are losing your vacuum to an uncapped line perhaps that would prevent the blend door from being able to operate.
