It does have the 3 cats. I did the lower just as a “throw a part at it” as it feels like other vehicles I’ve had that had a plugged cat. It looked fine though, and the tops test out fine with the heat gun/vacuum test. I still might drop the exhaust as Tech recommended just to see if that helps...
