Take your dash apart.
Pull out carefully the Heat/AC controller.
Look at the SWITCH on the back of the controller.
Notice how burnt it looks.
Every XJ I have looked at prior to 1997 model year has had a burnt switch.

I own both a 1995 and a 1996
The 1995 is a nice unit, in great shape ... took nothing to get it road ready. ( front brake pads )
But the 1996 is OBDII and that can be a plus.
I use a bunch of very small nuts, and washers.
Actually have a container of them for that very purpose. ( cleaning out plastic containers )
My daughter raises rabbits and over time the water bottles get algae growing in them.
I toss in the nuts, washers, and some water ..... shake it up, pour...
Began tearing down a 96 XJ SE to do a restoration of it and try to bring it back to factory spec sand it looks like someone did a little hammer modulation frame repair where the front bumper mounts to the frame.

I had a similar issue on another vehicle. Odd pulsing of the back brakes. I found a plastic insert in an ebrake cable support had self destructed allowing the cable to vibrate and thus pulse the brake.

743 Torque converter clutch (part throttle unlock) solenoid circuit problem - shift solenoid C electrical fault
753 Overdrive solenoid control circuit problem (transmission relay circuit in Jeep RE transmissions.)

Have you tried removing the new grounds, one at a time to see if one of them is somehow effecting the idle?
Take off one, check idle.
If idle still rough, reinstall the ground and remove the second new one.
If idle is still rough, remove them both and check the idle.
That will show if it is...
