Ok changing the bearings on my d44 (xj)

Found this pic of a cj44

What is part #21 and is it needed???
Looks like some sort of bearing retainer, I have one on my axle and cant seem to get it off. Before I cut it off I thought I'd check here.

Yes it needs to be cut off and a new one pressed on. The set10 bearings come with new ones.

I thought that was the part!! Set 10 are Timkens right??
