well i have a 94, and not all of the fuse spaces are in use.
probably some factory options, would not worry about it. do you have any issues with youre rig?

Just checked the PDC in my '98 and as 85xjproject posted; there are numerous spare fuse slots for factory options. Ones that I don't have such as ABS, automatic transmission, power windows, power door locks, power seats, daytime driving lights, etc......
