Its still everyones individual responsibility whether its legally required on not! Because of the "Greenies" where always under the looking glass and we each represent the "whole".
 
Bottom line is that it is still against federal law to remove the cat.

Just buy a cat, they're like 50-60 bucks for high flow ones on ebay.

PS - also in before lock, you're suggesting the same highly illegal thing fifty million other people have before you, and it'll play out the same way yet again.

forget the laws, the jeep will run better/cleaner with one installed and working.
