steering problems

ok i got a bad steering problem a xj 7.5 lift 35s and if my motor isnt running i cant steer my steering wheel moves turns and turns but the wheels dont move at all if its running i can turn them with one finger any help and its not the steering box it doesnt move when you turn the wheels makes a noise but cant seem to find it
 
What have you inspected? You should see something if you look......

How do you know it's not the steering box?

If you're describing it accurately you need to check the slip joint/collapse joint in the steering shaft. It's between the firewall and the steering box.
 
I just checked the shaft its spinnning at the rubber bushing in the shaft under the brake booster do i have to replace the whole shaft?
