OBD II can scan XJ

Is there a reason that my OBD II scanner isn't able to read my friends XJ? It works fine on every other car and even other Jeeps but it won't link to my buddy's XJ.
It's a 99 XJ Sport 4.0L

His OBD port is not working if you can link other vehicles but his.

I think there was a similar problem reported here some months ago--it was the CPS/CKP that was preventing the connection, if I remember correctly (and that doesn't always happen!).

OBD II can scan XJ
