A lot of the german/other import stuff has a mechanical apparatus built in to their calipers for the park brake.
It is still not meant for "emergency" stops or the sorts.
Where do you think the term E-brake lever was coined? Sure it's not supposed to be yanked at 75mph in a panic, but an emergency in my book can also be a low speed loss of brakes.
This has actually happened to a friend of mine. A rock ripped a hole in his brake line causing him to loose all braking while coming down a trail. He didn't have an e-brake, so ended up putting it into a tree at 10-15 mph. The e-brake would have saved it for sure.
