"Vent hole" blocked on Neutral safety switch…?

Air blown into vent tube, should you hear/feel it come out the tube’s (two small holes) metal cap area?
Having the switch off to clean, contact cleaner would not would not “escape” down the cases breather hole (cartoon mouse hole shape)…Took the tube off and blew air into it, nothing comes out of the two very small holes.

Normal? or should air "breath" through the tube?

I’m referring to the hole inside the NSS.

This pic is “pre-cleaning” it, but after everything was clean, took off tube and still could not blow any air through it.
Being curious I unbent the cap… Inside, the 1" tube has a capped “rubber membrane” cover… As a “vent” air will not “blow” through it, nor will water drip… So does it really breathe?
