Mechanical fan is fully functional fan shroud is fully in tact and fan clutch is hd zj unit and brand new

Reading this whole thread I was about to tell you to replace the clutch, but seems you already did that. Only thing left is the new radiator. Closed system is self bleeding as far as air goes. That 3 row radiator will solve the last of your cooling ills, but be warned, it will run too cold in the winter next, making your heater system issue worse. Sounds like the inside/outside air damper is stuck letting in outside air, or their is calcium scale on the tube walls of the heater core.

If it is a scaled up heater core (only takes a about 10-20 mils of scale, 1/32" thick), get a small fountain pump and circulate vinegar through the heater core only, for 2-3 hours or until it stops bubbling. Then rinse with water, and try it again. Sounds to me like like scaled up heater core and radiator causing both your problems. Somebody ran tap water in the system most likely, or never changed the coolant.
