pulling hair out over dist indexing.

I'm having an issue with mine right now. It's the exact same Jeep and my distributer looks the same as that first picture. The thing will start and idle smoothly but won't rev over about 1k rpms. It just starts bucking and popping out the intake. I tried adjusting the distributer but just kept ending up in the same spot. I hit the number one piston with a timing light the other day and it was reading about 14 degrees on the dial by the crank. Is that normal?
