Try pressing down hard on the "brow" trim, above the license plate, as you lift the handle to open it. That works a lot of times....
If worse comes to worse, you can also remove the striker latch bolts from underneath (you have to remove the bumper to access them), and it will then open.
Most likely problem, is your latch rod has come out of adjustment, and it now it doesn't have enough throw to operate the lock. You will have to readjust it. Do search on that process...someone recently did a write up about this. The only way to access the adjustment mechanism, is to remove the door trim panel, once the latch is open....
Try pressing hard with your left hand on the hatch just above the left tailgate and then try the latch while maintaining pressure. That often works. Once it's open it'll be easier to remove the panel and adjust the rod as per the writeup provided by XJEEEPER.
I put new stops in my '00 hatch. Started opening and not opening. Used a similar video. Also fixed it like the link that XJEEPER gave you. Two turns worked for me.

You can also crawl into the back and pull the plastic back in the center just enough to reach your arm in there and pull up on the lever to get it open in a pinch.
Its a bit awkward, and somewhat painful, but will get it open without damaging anything. Can then pull the plastic panel and adjust after its open.
