MM to bracket fit question

So I installed my brown dog motor mounts and I have very bad vibrations on DS compared to PS. My DS rearview shakes so hard it is blurry.

I have tried loosening the through bolts a quarter turn twice now. One of the washers spins freely per instructions.

My main question is about how the MM should sit against the bracket. There seems to be a lip on the bracket, should the rubber ring on outside of my mount sit flush in that bracket? See picture

so you can see the rubber is like a quarter inch from that lip on the bracket. Does this look problematic or do I just need to keep loosening my crossbolt a quarter turn? How many turns is too many?

I emailed Brown Dog and they said this is a good and normal looking fit. So thread closed. thanks!
