Looking to do a new cart system website

Before I go throwing about $3K in to the general public, I wanted to see if anyone here is a Qualified website designer? I am either looking to redo all of my current magento site. Or start over with basic same colors and images etc, in to a Zoey or Bigcommerce cart system.

Anyone here do that or know someone that does?
