Is This a Solenoid Issue??

95 XJ AW-4 4x4
Lets say start in the 1-2 gear selection. Sometimes when I take off it will shift right into 2nd gear as if I have it in D...but as soon as I hit 35 mph it drops into first gear....Also on occasion if I try to drop into 1st under 25 mph it just stays in 2nd. Is this Solenoids? TCU? both?
I know for a fact she has seen some water (deep water)....So I'm assuming it's solenoids but the fact that it does it randomly and not that often makes me wonder if its the TCU.

There are really good threads on the shift solenoilds diagnosis and replacement in the oem section do some searching. But always start with the easy things fluid level and condition.

Fluid is fresh/full.

search P0758 there will be a lot of info. I had solenoid problems with my auto so check it out.
