Yes and no. The front can spin with the rear because of the oil in the case causing the friction to do so. As we all know, If it's open front one tire or both can spin usually one. Vanimal is right it must have a vacuum axle or the axle is broken??? If the Xj is off the ground (all 4 wheels) spin by hand the front wheels with everything engaged in 4wd (open diff you'll need help both tires must be spinning)and trans in park or in gear on a stick. If they spin without the front shaft spinning then you got axle probs.(vacuum if vacuum type axle) if the front shaft spins with the wheels then you got t-case probs.
