There's a variety of places around here (nice part about the DC-Baltimore corridor I guess). Most of them sell parts over the counter, but they will either pull it or in some cases will let customers into the yard to pull their own parts if needed (nothing under the vehicle though because of liability). There's a chain up around Baltimore that is pull-yer-own parts and you have to pull the axle yourself. The place I bought my engine and tranny does not have a public yard at all (they have acreage in the country somewhere) and only sells over the counter; they are a reclamation house not a junkyard, and they buy good cars then sell good parts. LKQ is another example of that, at a national level.
