clunk

Yesterday I drove up some washboard roads and the entire front of my XJ felt like it was flapping in the breeze. To describe it, it actually feels like the front end is shifting side to side as you go over bumps, it just kind of rattles and clunks around everywhere. Obviously something isn't right.
On the highway, it is smooth and doesn't wander (can take hands off wheel at 55MPH and it will steer itself straight), just on washboard the front end hops and skips around everywhere.
What is causing this? Everything is tight, balljoints are good and steering linkage seems to be solid. I know I need a new axleshaft u-joint, is that all it is? It's not the typical clicky u-joint noise, it's the whole front end shaking and bucking around. Where can I start looking?
