Drill first, weld after?

Statements like "heat treating" and "mild steel" should not be used together. Mild steel is not a heat treatable material. While a weld will be harder than the base material, it is no where near as hard as you might think it is.

If you can't drill through it, your doing it wrong. Simple as that really.

There are certain exceptions where you may have melted your first couple of drill bits enough to deposit material in the area you are trying to drill.

Where did you get these bits?

Orrrrrrrrr, no one knows what grade of steel is actually in use.

I have been through this thread a few times, I have yet to see any grade of steel listed. Perhaps you would like to go first and list the grades of steel than can be hardened with heat, and the grades that cannot.
