The chat feature is a 3rd party plugin our admins choose to include as an extra bonus... good luck getting them to troubleshoot someone else's code... it really shouldnt fall on them anyways.
Go back to firefox... easy solution.

I'm not asking them to troubleshoot someone else's code. I'm asking if there's something within Chrome I need to do to get the chat to show up.

works fine in chrome on mine and i have adblock running. i haven't set up anything special.
the chat is flash based try updating your flash plugin.
