Is anyone aware of a 12 V circuit that either turns off or on when the 4L motor goes between idle and above-idle conditions?

engine vacuum should pick up.
could likely also tie into idle air control valve but not sure what output you're looking for or looking activate.

Yeah, vacuum crossed my mind as one potential means. I could plumb in a vacuum-activated switch.
I'm looking to get a little more air flow across the radiator at idle because the mechanical fan isn't enough to maintain tstat setpoint. I have an aftermarket PWM controller for the efan installed, and I can set the efan to activate at 5F above the tstat setpoint, but my preference is to proactively activate the efan.

Have it come on when the engine starts if you're getting behind the curve on temp. Also let it run 5 min after shut down.

Yeah, I could do that. For now, I'm going to set the efan to operate when the coolant temp climbs 4-5F above the tstat setpoint.
