if orange peel is that big of a prob. you should take it to a paint shop, or find a buddy with a spray gun... if you do try to color sand, make sure you have four or more coats of clear to work with, and be sure to let it dry completely, with rattle cans, at least three days, maybe more drying...

probably called a splash guard or sheild... i repaired mine by cutting out 2" circles out of an old inner tube, then glued them to the original (torn) mounting holes on the guard, on the top and bottom, poked new holes in the rubber and bought some new press-in tabs at lowes, now its as good as...
