Could a faulty spool valve in the steering box on a 97' cause the return line to get excessive pressure and blow off? I have searched and searched on this with no luck. Any help would be greatly appreciated.
 
My first guess is the inlet for the reservoir is plugged. Sounds unlikely but I've seen it before. Faulty molding leaves a blockage or an inside plug is still in the inlet nipple. Really shouldn't be much resistance in the inlet on the reservoir.
 
Maybe put a pile of rags around the filler with the cap off, fire it up, and see what happens. Be careful of moving parts. It may gush or spray.
