bumper trouble?

so, as you may know, I'm at school in Southern Illinois until may. I found a guy to help me work on my xj, and he's really wanting to fab a front bumper, but I got to thinking about how hard law enforcement is on modified vehicles in So Cal, and I dont want to pay for the steel and go through the hassle of making this bumper, if I'm just gonna get a ticket and have to take it off when I get home to Upland.
This is kind of what im wanting to do, but with just one tube running across the front, and tucked up tight to the grill and a taller wider hoop:

Is it legal to have a bumper like this?

Just be sure you have a front license plate and cover / pull the fuse on the extra lights.

seriously thats probably my best bet...imma talk to him when i get some money together, i wanna see what he can do for bumpers...

the protofab bumpers are just ridiculously expensive

yea i've seen the one on jims...its badass. when i get some scratch together imma talk to him, i know he is super busy right now...
