cracking noise when turning

my 2000 xj is making cracking like noises when im turning both right and left and is so much worse in the rain, also my power steering doesnt work at some point (like backing up or just starting to accelerate) i checked the fluid and its fine, im not sure if the two are related

get under it and locate what's loose.
Check the trackbar mount and bushin, check the steering box mounts.
Check tie rod ends.
Power steering not working sounds like a pump issue or a loose belt.
