pretty sure ur talking about regular style leaf clamp, position them accordingly, get a c-clamp and clamp the top and bottom pressed around and against the leafs with the tab side tabs through the slots on the slotted side, then bend the tabs over so they suck it tight and as far as u can with vice grips, then hammer them the rest of the way, then its done

the clamps im talking about look like sqauare U bolts with the bolt crossing on top of the leaf pack
