Rustys shocks

Just got my bpe's in and in the middle of installing a pair of rustys shocks in the rear. The bottom bushing with the metal sleeve in it wont fit over the stud. Wtf? Has anyone else ran into this? The shocks that came off were rustys and they were missing the sleeve. Am I missing something?

Ya thats what I ended up doing. So I don't need them then? This is my first time putting in shocks so I wasnt sure if they had to be in there or not.
