'96 Xj sport with a stroker. starts fine. I step on the break in park and the starter kicks in. Same thing in neutral. At this point I have to shut it off in drive. any help would be great.

You need to adjust the position of the ignition switch, the possitioning and likage to the key cylinder mechanism is real touchy! Ignition switch has slots in the mounting bolt area that allow it to move up and down the steering column. It has about 1/4 or 1/6 inch of play in it. It's enough to cause and fix your problem.

Also, there is some linkage between the key cylinder and the NSS switch that can get out of kilter, but for the starter to ingage it has to be the ignition switch bolted down in the wrong spot to cause that.

check the wiring inside of and underneath the Power Distribution Center (passenger side of engine compartment) and behind the fuse panel. there may be some shorted wires. if you have the ignition in run and the tranny in Park and you hit the brakes, does the starter still kick in?

Yes it does. also will do it if the jeep is running and the ignition is off.
