Fuel Starve

So this has been going on since I bought the Jeep about 2 months ago.

As soon as I get just a tiny bit under 1/4 of a tank, I start having a fuel starve issue. Only happens turning corners. Soon as I fill up its fine again.

What can usually cause that?
 
broken/missing filter in the tank. I think those have the goofy 90degree bend filter sock thing and a crack in that, or if it fell off, will cause it to suck air before it should.

ahh, makes perfect sense.

do these things have an access panel or does it require dropping the tank?
