There are other alternatives to the advice given by "Broken XJ". If you do a search on "headliner" you will find lots of answers to the situation.

Most of them involve removing the hardboard backing for the headliner from the vehicle entirely, and then removing the OEM fabric.

Then, brush/scrub/remove all the loose foam bits from the old headliner.

Then, using 3M spray adhesive, install new fabric of your choice (purchase at a sewing supply store).

Finally, reinstall headliner into vehicle.
