Cold air supply

I own a 1994 xj 4x4 with the 4.0 manual transmission.
Just curious why my cold air filter box is not plumbed to the front outside of the jeep? Just opened to the engine bay. There is a plastic plate Instaled to block off the opening to the outside just in front of the box. Looks factory.
Any thoughts?
 
Earlier models were plumbed, later models do not even have that opening or plastic plate. Cold air is good, but I wouldn't worry about it.
 
I removed the plastic piece on mine, but it didn't make a difference. If you want actual cold air, search for people plumbing the box to the cowl area.
