Ball Joint Woes

Tore down the '92 today to replace a faulty upper ball joint. I originally drove to the parts store with the intention to do both, but they only stocked the Moog 70-something dollar joint, so I left with just the upper and the removal kit.

Got the upper in fairly easy (though it WAS a POS and the dust boot has already torn, and the zerk thread was pre-stripped). When re-attached the steering knuckle, the top was easily tightened, while the bottom joint started to spin at a certain ft-tq.

Is this safe? I can fit the cotter pin through, but it seems like it needs to be snugged..

First time ball-jointer. :gee:
