I don't want to come off as harsh here, but Reverend Jim is wrong.
Both the 95 and 99 FSM clearly show two tabs down, one up. They direct you to open the caliper by tilting it outward from the top, clearly possible only if the claw is on the bottom. I have a 95 and a 99, both with well over 250 thousand miles of good braking behind them. The claw goes down.
