That bumper is from RockHard4x4. Hence the decal on the drivers door. 
They don't list it on their website with the brushguard available as an option, but the winch plate is a bolt-on option. http://www.rockhard4x4parts.com/XJ-frontbumper.html

I actually kinda like the way that just bolts up to the bumper like that. I was thinking of adding onto my bumper with a brush guard, except I'm thinking of doing a full-on hood cage instead.
